1. 200344 Communication relating to a citywide masking policy.

    There have been multiple studies that have shown that mask wearing does more harm than good, not the least of which is re-inhaling exhaled carbon dioxide which leads to low blood oxygen and headaches. Masks get dirty much more frequently than people are changing them, and the cost of switching out disposable masks several times a day can get very expensive. Also, for people who are hearing impaired, we rely on being able to read lips of people to hear clearly. How do we eat and drink at a restaurant if we are wearing a mask? The mask becomes dirty each time we touch it.

    I feel mandated masks is anti-freedom. Requiring masks outdoors when not in a crowd would be silly. I do believe we should leave it up to each individual business to adopt a 'required mask policy' or not and that it should be respected. With all the options to purchase necessities, if someone is concerned about being exposed solely due to not wearing masks, they can stay home or shop at a business with mask policies.

    There are too many exceptional cases to make an across-the-board ruling. Settings involving food or drink are not practical. Settings requiring clear vision can have problems with masks fogging glasses. Outdoor settings require less social distancing than indoor settings. Masks should be STRONGLY recommended, but not absolutely required. There is no way all the exceptions can be anticipated.

    Less than 1% of the USA population has tested positive for COVID-19. That # is cumulative since 3/30. Mandating that 99% of the population act like they're sick makes no sense! If people feel like they might be sick, by all means do as you wish. It is unusual to make decisions with no peer reviewed research to support such a mandate.     Please support a citywide masking policy! By doing so, you will neutralize what has become a needless political issue. Wearing face masks, along with physical distancing, is the most effective way to slow transmission of Covid-19. Please vote with the science community on this issue and protect all of us.

    Milwaukee needs to require masks in public spaces. There has been nowhere near enough testing to identify asymptomatic spreaders, so the only defense we currently have is to wear masks, and protect others from our potential infection.

    Please require masks in indoor public spaces. Places can reopen when protections are mandated. It harms our community and the economy to allow people to refuse to wear a mask. I will not shop anywhere that doesn't require all shoppers to wear a mask. This has meant leaving our county to go grocery shopping at Costco.

    Facial masks only protect the WEARER. I oppose this. See CDC mask types: https://www.cdc.gov/niosh/npptl/pdfs/UnderstandDifferenceInfographic-508.pdf. Masks DO NOT slow or prevent the spread. What about those of us who already had this virus? I can't get it or pass it (the same strain)-that's science. If a person wants to feel safe in public, wear one, it needs not be mandatory. We slowed the spread to not overwhelm healthcare. This turned into something different. We have more positive tests BECAUSE MORE PEOPLE ARE SCARED OR FORCED INTO TESTING. This madness needs to stop. Wash your hands!

    Facial coverings slow the spread of coronavirus - make masks mandatory. Those in our community must be protected while venturing to public places. Moreover, it would make most people feel safer when they do leave the safety and comfort of their homes to patron area businesses. Denying a mask mandate would only increase the already alarming rate of infection.

    1. The strongest message CDC can muster on universal masking is "cloth face coverings may help prevent people who have COVID-19 from spreading the virus to others" based on "emerging evidence" from laboratory studies. Are you aware of any evidence that universal masking at the city level played a causal role in COVID outcomes anywhere in the world?

    2. If the thrust of the masking argument is "maybe masks help so just do it", and given that virus is always present in the population, is there any situation where universal masking is not appropriate? Will masking be required by law forever?

    Masking during a Pandemic is a matter of public safety, not personal opinion. Please support a mandate requiring masks for indoor public spaces. Thank you.

    Business needs to be able to choose if they want to require a mask or not. Surrounding areas do not and we'll just loose more business from Milwaukee to the outskirts. Also - what public spaces/places? Parks? The CDC still has 6 feet and 15 minutes for their risk exposure, walking or running past someone on a trail you would be within 6 feet for a few seconds, certainly nothing close to 15 minutes! Even in a restaurant, walking to your table, it is a few seconds too!

    Please vote for use of masks for people in public spaces. Please also clarify when individuals should be expected to wear masks outside.

    I urge the City Council to act as quickly as possible to require masks in public spaces to protect the health and safety of essential workers and the public-- especially in stores and restaurants and other buildings. The only exception should be for people enjoying the outdoors who are able to physically distance.

    Please keep us safe. This issue should not be political. If we want to stay open, we need to be masked.
