    I guess we shall see. I don’t know that much about Mr. Todd, I do know he’s a political insider seeing that his dad was on the MPS board for a long time. I think Mayor Barrett likes to appoint people on the inside. Now on to another FPC issue, that of Chief of Police. I really didn’t like how Agent Mahaley solicited endorsements from Milwaukee’s well connected. It was manipulative and a good indication of where his loyalties lie. People need to question where the spin is coming from. Often media simply parrots press releases or doesn’t seek out other sides. It’s easy for someone to rally the troops to make it appear that they have more support than they actually do. The public and elected officials both need to get smarter in this area. It’s my opinion that we can’t sustain MPD’s budget going forward. They cannot continue to demand half of the city budget. It’s not just about cutting MPD’s budget, it’s about increasing funding in areas that many people feel are more important. We need to start funding the front end of public safety and not just continue to mop up the blood from the back end. I think Agent Mahaley likes things the way they are.

    How do you think the performance of the police and fire departments should be measured? How are you going to publicize these performance measures to the community?

    Describe your philosophy regarding the proper roles of the police and fire departments in our community, and how you intend to use that philosophy to inform your work with the FPC.

    Modern policing philosophy has focused primarily on crime prevention. Do you agree that police should focus primarily on crime prevention?

    As an oversight body, it is implied that the members of the body observe the subjects of the oversight. How do you intend to perform observations? Will you yourself physically observe fire and police department activities?

    The board of commissioners is tasked with establishing the rules for hiring and assessment. Will you become familiar with the currently utilized assessments to a degree that you can confidently state that the assessments align with the wishes of the board?

    How do you plan to give confidence to the public that the MPD doesn’t conduct illegal extrajudicial surveillance (i.e. Stingray use with no warrant, or even email monitoring under a warrant obtained with false evidence) on Milwaukee’s activist community?

    According to the Milwaukee Code of Ordinance 314-5. Executive Director. ...there is created a position of an executive director to comprise the role of executive secretary of the board. Under the direction of the board, the executive director shall act as the principal staff of the board in exercising the board’s functions and powers provided in s. 62.50, Wis. Stats., and described under s. 314-3. What do you think it means to serve “Under the direction of the board” as its principal staff person, chief administrator and executive secretary and are you fully committed to doing so?

    I applied for this position and was denied an interview for the job. I am far more qualified that Leon Todd to be the Executive Director of the Milwaukee Fire and Police Commission and I want the job. My credentials were submitted to the City and have been provided to the members of the City Council. I am asking that Mr. Todd be denied this position and that I be considered for this post.

    How will your previous experiences as a public defender lend itself into your role as a leader of Fire and Police commisions? And how would you intend to use this role to create positive change, specifically when it comes to policing oversite?
