    The proposed budget is not what Milwaukee needs. I support of LiberateMKE's call to divest money from the Milwaukee
    Police Department budget and invest in affordable housing, job training programs, quality
    health care, and excellent child care.

    Mr. Mayor, Mr. Committee Chair, members of the Common Council, City of Milwaukee Administrative staff, general public:

    My name is Minister Byron Marshall, I serve as Executive Director & Founder of Community Huddle, a non-profit organization working to promote peace, equity in education and civic awareness for a better quality of life in Milwaukee.

    My question: With the loss of 120 police officer positions to attrition and the increase in homicides this year, how will this proposed $1.55B 2021 budget fund measures to curb gun violence in the city of Milwaukee in a proactive way?

    Fund Milwaukee Climate & Equity Action Plan
    The City and County have pledged a 45% reduction in greenhouse and restoration of economic opportunity and justice to communities of color by 2030. A new City Office of Equity and Inclusion and Solar Now funds for climate action are good but not enough. Increase the funding to $500,000 and lend your full support to the work of the City-County Task Force on Climate and Economic Equity.

    I am the chair of the MICAH Education Task Force. We have been involved in an ongoing campaign to address the school to prison pipeline in MPS. MICAH is also a member of the Coalition on Lead Emergency. COLE is asking for 1.6 million
    dollars to be invested in the Milwaukee Health Depart for the lead emergency. This funding is a place

    Over 45% of city funds would go towards the police dept, only 2% is proposed to be spent on public health. Decades of overfunding police & prisons has resulted in the disproportionate mass criminalization & incarceration of Black & Latinx people.

    True public safety comes when a community has resources to meet basic needs such as access to mental & physical health resources, education, affordable housing, job training, & response teams skilled in trauma-informed care, de-escalation, & cultural sensitivity. Investment in policing takes away from REAL community needs

    75 mil divested from MPD
    Separate dept. to handle all nonviolent calls, events etc.
    Increased spending for health, employment, education, housing, neighborhood upkeep etc.
    Full funding for violence prevention for community groups
    Pipeline, mentorship, and funding for future gov’t positions and starting companies who contract w city of Milw.
    transparency in bids, grants, employment etc. for city of Milw
    Residency points and nonbiased selection for jobs w MPD, MFD, MPS and city employment
    committments in funding and development for low income zip codes in Milwaukee

    I write to express my disappointment in the proposed budget. I'd like a budget that better reflects what Milwaukee needs: a stimulus for anti-poverty efforts & violence-prevention. This budget is short sighted in its attempt to address crime, poor health, infrastructure needs, and more. I also want these addressed but, unfortunately, these temporary fixes will not lead to progress. We must invest in long-term solutions to address poverty & violence while developing as a city. To afford this we need to deflate the police budget this year by $75 million & redirect that commitment to progress.
