A revolving door since her original appointment, I urge you to look into this matter. Using taxpayer dollars to staff a department with temporary employees is hardly effective; moreover, paying a 30-45% wage premium to staffing agencies to maintain a headcount is even more ineffective. Purchasing as a profession requires knowledge and experience. This will continue to be a problem for the City until she is replaced.
